area. As the process is repeated each lift of waste receives a number of passes of the compactor <br /> which increases the density of the waste in-place. The dozers are used to assist the compactors <br /> in moving wastes around to meet the rate of disposal. The operators are in a constant look out <br /> for unpermitted and hazardous wastes. Procedures are established for removing these wastes <br /> from the fill area before covering. <br /> 7.2 COVER <br /> 7.2.1 Cover Materials <br /> Currently, daily cover material is obtained by excavating from the area of the next planned <br /> Module or from the stockpile on site (Plate 2). The excavation sequence is described in <br /> Section 5. As noted above, the module adjacent to the active module is excavated, removing soil <br /> not already removed for landfill cover. The NCRC&SL site has an abundance of soil to be used <br /> for cover. Future daily cover may include clean greenwaste as alternate daily cover, and other <br /> alternate daily cover materials as approved by the LEA. <br /> The County currently operates at a refuse to soil ratio of 4:1. This may vary with the use of <br /> alternative daily cover (tarps). Currently the landfill uses a geosynthetic tarp when weather <br /> permits. <br /> 7.2.2 Daily Cover Frequency <br /> Waste is covered with a minimum thickness of 6 inches of soil and/or tgrps at the end of each <br /> operating day to control vectors, fires, odor, blowing litter, and scavenging. The daily cover <br /> reduces percolation of liquids through the waste. <br /> 7.2.3 Partial Cover Placement <br /> Surfaces that have reached final elevations or which are not at final elevations but which will not <br /> receive refuse within two years must be provided with "Partial Cover" in accordance with the <br /> WDRs.
