operations during times of surface water runoff, a berm is placed at the down gradient edge of <br /> the daily cell to collect surface water that might run off the exposed waste. <br /> 7.6.6 Final Surface Drainage <br /> The plan for surface drainage is shown on Plate 16. <br /> 7.6.7 Litter Control <br /> Litter is controlled by the use of temporary fences downwind of the working face and a <br /> permanent fence along the site perimeter. The fencing, operational area, and the site in general, <br /> is monitored daily for accumulated litter. Litter along public roads leading to the site is reduced <br /> by the existing county policy that requires tarps to be placed over open loads. Any vehicle <br /> arriving at the scale house without a tarp is charged twice the normal tipping fee. In addition, <br /> litter is picked up regularly along public roads leading to the site. <br /> 7.6.8 Noise Control <br /> bproperty <br /> Noise levels from site equipment and operations are controlled y maintenance of <br /> mufflers and construction of berms around portions of the site. <br /> 7.6.9 Traffic Control <br /> The traffic flow patterns for vehicles transporting waste are shown on Plates 15A through 15D. <br /> The plates show flows for the following four types of traffic: <br /> • Commercial/Industrial/Refuse Haulers <br /> • General Public Self Haulers <br /> • Commercial Self Haulers <br /> • County Vehicles from Recycling Center to Landfill <br /> All landfill traffic enters the site via the entrance road off of Harney Lane.
