7.6.3 Dust Control
Dust control at the landfill is accomplished by daily watering of haul roads and tipping areas. In
addition, paved roads are washed with a water truck on a weekly basis or as needed.
7.6.4 Vector Control
Waste is properly covered daily with either soil or a geosynthetic tarp to control vectors. In
addition, site personnel inspect the site for any signs of vector activity. If such activity is
observed, a vector eradication program will be implemented using a professional pest controller,
if necessary.
7.6.5 Drainage and Erosion Control
The NCRC&SL utilizes several facilities to control run-on and run-off. A perimeter berm
around the waste management unit prevents any run-on to the unit. This perimeter berm, along
with a series of ditches, also controls all surface run-off during storm events, and directs surface
run-off from the landfill to a retention basin on the east side of the site.
During the year, the County repairs and regrades (if needed) the storm water conveyance
structures to prevent ponding of water over refuse. Special care is taken during operations to
maintain a slope on fill areas to facilitate storm water runoff.
Erosion control on surfaces that have reached their near final elevation will be provided by
establishing vegetation and constructing drainage berms or benches to direct storm water away
from refuse fill areas to the existing storm water facilities.
Best management practices are implemented at the landfill (see the Stormwater Pollution
Prevention Plan in Appendix G). The landfill's stormwater sampling plan conforms to their
NPDES permit. Each year the County submits an Annual Storm Water Protection Report to the
RWQCB.
The temporary run-on controls for the fill area and excavation areas and run-off control is
accomplished by the design of the active tipping areas and the method of daily operation. The
design directs surface water in the fill area such that is can be controlled.
