SECTION 2 <br /> (03/08) <br /> SECTION 2. PROPOSAL REQUIREMENTS AND CONDITIONS <br /> 2-1.01 GENERAL.--The bidder's attention is directed to the provisions in <br /> Section 2, "Proposal Requirements and Conditions," of the Standard Specifications and <br /> these special provisions for the requirements and conditions which he must observe in <br /> the preparation of the proposal form and the submission of the bid. <br /> In lieu of the provisions in Sections 2-1.05, "Proposal Forms," 2-1.07, "Proposal <br /> Guaranty," and 2-1.105,"Previous Disqualification, Removal or Other Prevention of <br /> Bidding," of the Standard Specifications, the following provisions shall apply. <br /> 2-1.01A PROPOSALS.--Proposals must be made on forms to be <br /> obtained at the office of the Director of Public Works, 1810 E. Hazelton Avenue, <br /> Stockton, California, and delivered in a sealed envelope as required in the "Notice to <br /> Contractors" and so marked as to indicate the contents and the name of the bidder. <br /> Mailed proposals shall be clearly marked on the outside of the mailing envelope to <br /> indicate the contents and the name of the bidder. Proposals which are not properly <br /> marked may be disregarded. <br /> 2-1.01 B BID BOND.--All proposals must be accompanied by a certified <br /> check, cashier's check or bid bond of a corporate surety made payable to the County of <br /> San Joaquin, for a sum of at least ten percent (10%) of the amount of bid. The bid <br /> bond shall be signed by both principal and surety with each signature acknowledged <br /> before a Notary Public. The bid bond shall also contain the name, address and <br /> telephone number of the local agent of the surety. Such guarantee to be forfeited to <br /> said County should the bidder to whom the contract is awarded fail to enter into a <br /> contract. <br /> 2-1.01C BIDS.--Bids are required for all work. When more than one <br /> schedule of work to be performed is included, the lowest bid shall be the lowest total of <br /> the bid prices on the Base Contract and those schedules taken in order as they appear <br /> in the proposal and added to the base contract that are less or equal to a funding <br /> amount to be read publicly prior to bid opening. If no bids are less than the stated <br /> amount, the lowest bid shall be the lowest cost base bid submitted. <br /> A responsible bidder who submitted the lowest bid as determined by this <br /> section shall be awarded the contract, if it is awarded. This section does not preclude <br /> the local agency from adding to or deducting from the contract any of the schedules <br /> after the lowest responsible bidder had been determined. <br /> 2-1 <br /> (SPECS\CO-08\CO-2-1) <br />
