INTERNAL TRAFFIC CAPACITY EVALUATION <br /> North County Recycling Center and Sanitary Landfill <br /> June 10, 2008 <br /> INTRODUCTION <br /> PURPOSE <br /> This document addresses comments received from California Integrated Waste Management <br /> Board (CIWMB) staff in a letter dated November 3, 2006 and from San Joaquin County <br /> Environmental Health staff(appended). These letters were written in review of the Draft <br /> Environmental Impact Report (EIR) for the proposed permit revisions at the North County <br /> Recycling Center and Sanitary Landfill. The reviewers expressed concerns that the facility be <br /> able to process incoming refuse vehicles at the proposed incoming refuse vehicle limit of 850 per <br /> day (increased from the present limit of 600 per day). <br /> BACKGROUND <br /> A Draft EIR was submitted by San Joaquin County Public Works Department in September 2006. <br /> This EIR addressed the impact of proposed revisions to the Solid Waste Facility Permit (Table 1). <br /> TABLE 1 <br /> PROPOSED PERMIT REVISION <br /> Permit Condition Present Limit Proposed New Limit <br /> Maximum fill elevation 190 ft MSL 320 ft MSL <br /> Peak Daily Refuse Disposal 825 tons per day 1200 tons per day <br /> Maximum Incomingrefuse vehicles 600 per da 850 per da <br /> p Y p Y <br /> Operating Hours (during which refuse may 7:00 AM to 5:00 PM No Change <br /> be received at the facility) <br /> Use of heavy equipment for the disposal and 7:00 AM to 7:00 PM <br /> cover of received refuse (Not a permit 6:30 AM to 7:00 PM.
