INTERNAL TRAFFIC CAPACITY EVALUATION
North County Recycling Center and Sanitary Landfill
June 10, 2008
INTRODUCTION
PURPOSE
This document addresses comments received from California Integrated Waste Management
Board (CIWMB) staff in a letter dated November 3, 2006 and from San Joaquin County
Environmental Health staff(appended). These letters were written in review of the Draft
Environmental Impact Report (EIR) for the proposed permit revisions at the North County
Recycling Center and Sanitary Landfill. The reviewers expressed concerns that the facility be
able to process incoming refuse vehicles at the proposed incoming refuse vehicle limit of 850 per
day (increased from the present limit of 600 per day).
BACKGROUND
A Draft EIR was submitted by San Joaquin County Public Works Department in September 2006.
This EIR addressed the impact of proposed revisions to the Solid Waste Facility Permit (Table 1).
TABLE 1
PROPOSED PERMIT REVISION
Permit Condition Present Limit Proposed New Limit
Maximum fill elevation 190 ft MSL 320 ft MSL
Peak Daily Refuse Disposal 825 tons per day 1200 tons per day
Maximum Incomingrefuse vehicles 600 per da 850 per da
p Y p Y
Operating Hours (during which refuse may 7:00 AM to 5:00 PM No Change
be received at the facility)
Use of heavy equipment for the disposal and 7:00 AM to 7:00 PM
cover of received refuse (Not a permit 6:30 AM to 7:00 PM.
