Comme <br /> ' incoming refuse vehicle capacity are addressed in this document. <br /> ' ESTIMATION OF PRESENT MAXIMUM CAPACITY <br /> SUMMARY <br /> The present maximum capacity of the North County Recycling Center and Sanitary Landfill is <br /> estimated by direct measurement of the vehicle service rate at the Materials Recovery Facility <br /> ' (MRF) under conditions of use at maximum capacity. Capacity at other locations are based on <br /> the parking spaces available at those locations, using the processing rate per vehicle space <br /> measured at the MFR self-haul side under conditions of maximum capacity use. <br /> ' Based on this analysis, the present maximum capacity of the facility exceeds 1,030 incoming <br /> refuse vehicles per day, and greatly exceeds the proposed revised permit limit of 850 incoming <br /> refuse vehicles per day. <br /> ESTIMATE METHOD <br /> The facilityprocesses vehicles in several locations including (Figure 1 : <br /> P 9 ( 9 ) <br /> • Materials Recovery Facility (MRF) <br /> o Self-haul side <br /> o Commercial side <br /> ' • Wood waste processing area (presently operated by Barajas Landscaping, Inc) <br /> ' • The active landfill face <br /> Maximum vehicle use at the site occurs on the weekend, with over 80% of Saturday vehicles <br /> being self-haul MRF customers (Table 1). On average, Saturday traffic is approximately 75% <br /> above weekday traffic (Appendix Table A-1). <br /> ' Site personnel report that customer's vehicles occasionally "back up" a short distance along the <br /> entrance road when the number of incoming vehicles intending to use the self-haul MRF side is <br /> greater than the traffic processing capacity of the MRF self-haul side. This condition occurred on <br /> three days in 2007 (Table 2). Under this condition, the scale house ticketing speed (automatically <br /> recorded) is equal to the processing speed within the MRF self-haul area, and directly measures <br /> the self-haul side service capacity. <br /> ' Based on this measurement, the present capacity of the MRF self-haul side is approximately 61 <br /> vehicles per hour, or 610 vehicles per 10-hour day (Table 3). <br /> Traffic Evaluation 2 North County Recycling Center and Sanitary Landfill <br /> June 16,2008 San Joaquin County Public Works Department <br /> 1 <br />
