K. SAFETY PROCEDURES FOR EXCAVATION, TRENCHING AND PIPE INSTALLATION <br /> 1 _ Excavation permits and shoring may be required for excavations deeper than <br /> ® 4 to 5 feet (into which workers will enter). Check state regulation_s as <br /> ® standards and requirements vary. <br /> 2. One person should be present at all times during construction with the sole <br /> responsibility to observe all safety procedures. This person shall be trained in <br /> ® the use of all recommended safety equipment. <br /> ® 3. Smoking shall be prohibited within 50 feet of trenching and piping. No smoking <br /> ® on the landfill is preferred. <br /> ® 4. Prior to the. entry of workers into -an excavation deeper than 3 feet, and <br /> ® periodically during their work, the atmosphere in the excavation should be <br /> ® tested. If there are any doubts regarding safety, no worker shall be allowed to <br /> .enter the excavation without at least a half-face or full-face OV/AG mask. if <br /> ® there is an oxygen deficiency, a concentration of any constituent with poor <br /> warning properties at a level greater than its TLV, or a concentration of <br /> ® hydrogen sulfide greater then 10 ppm, a pressure-demand SCBA or supplied air <br /> ® respirator with 5 minute emergency escape bottle should be used. If a <br /> ® combustible mixture of methane is present, further precautionary measures <br /> ® shall be taken; entry should be forbidden until the methane concentration is <br /> acceptable and at least below 1.0 percent by volume in air, or 20 percent of <br /> ® the LEL. If workers are not equipped with supplied air or pressure-demand <br /> ® SCBAs, then entry should be forbidden until the methane concentration is <br /> ® below 0.1 percent by volume in air, unless the Maximum Use Limitation (MUL) <br /> ® of the APR is greater. Workers required to work on an emergency basis, in any <br /> environment at or above the IDLH (the level immediately dangerous to life and <br /> ® health as declared and published by NIOSH) for any constituent component in <br /> ® the working environment, should be outfitted in pressure-demand SCBAs. <br /> ® 5. No worker should be allowed to work alone at any time in or near the exca- <br /> vation. Another worker shall be stationed, beyond the area considered to be <br /> ® subject to the possible effects of LFG. There should always be a sufficient <br /> ® number of workers present to remove an injured or endangered worker and to <br /> ® summon help. <br /> ® 6. Periodically during construction, the work area should be monitored for levels <br /> of methane, 112S, vinyl chloride, benzene, and other volatile organic chemicals. <br /> 7. No worker may handle excavated solid waste without wearing appropriate work <br /> ® gloves and clothing, which will provide an adequate barrier to the waste- <br /> ® <br /> 1: 19 <br />
