Hazelton Avenue <br />Stockton, CA 95205 <br />Re: Revised Response to Department of Water Resources Coninients <br />Dear Mr. CaIT011: <br />This letter provides revised responses to comments by Mike Driller of the Calilornia Department of <br />Water Resources (DWR). presented in a letter dated July 14, 2009. The commentsp ertain to the slope <br />stability analyses contained in the report entitled, "30 Percent Design Report for Vertical Expansion of <br />the North County Recycling Center and Sanitary LajidfilL" (Shaw Environmental, Inc., December <br />2007). The referenced design report iticluded a slope stability amalysis, as Appendix E, for the proposed <br />vertical expansion of the landfill to elevation 320 feet mean sea level (N/lSL). The DWR comments were <br />included with Iri a letter from the (,allfonlia lZeglolial Water Ouality Control Board (IZWQCB'), Central <br />Valley [Zegioii dated ,lupi 14, 2009. (DWR's comments are in bold, followed by the response). <br />Shaw Enviroiiinejifal, Inc. originally responded to the DWR comments in a letter dated August <br />27, 2009. A mectinoZ-- was lield on AL1gLISt 31, 2009 with San Joaquin County, Shaw, RWQCB, and DWR <br />I <br />staff to discuss the responses. As a result of that meeting, Shaw was asked to address several additional <br />action Items to clarify and expand several of our original -responses. Subsequently, another meeting wits <br />held on November 24. 2009 with San Joaquin County. Shaw, DWR,, and RWQCB staff. This revised <br />response letter addresses the original comments and the additional action items agreed to during the <br />August 31, 2009 and November 24, 2009 meetings. <br />Foundation Soils <br />The foutidation is comprised of niedium dense silty sands and elayey sands. The fol ndation,soils, <br />as described, shoe provide a suitable base for the landfill. <br />The conu-nent is correct; no response is necessary. <br />Configuration <br />The landfill has 3:1 excavation slopes and 3:1 exterior slopes with 20 -foot wide benches every <br />50 feet vertically. The landfill is currently permitted to 190 feet above mean sea level (nisl). The <br />bottom of the excavation varies but appears to be behveen 60 and 70 feet ms].
