0 5.3.2 Base Preparation and Liner Placement Plans <br />The base of each Lined Area will provide drainage to a sump, from which leachate will be <br />removed (Appendix B, Drawing 2). The sump for each Area will be located on the permanent <br />exterior edge of the landfill. This will allow access to the leachate sump via a side slope leachate <br />riser. <br />Each Lined Area will be separately designed and submitted for approval based on the <br />requirements of the state regulations and permits (including WDRs) in effect at the time of <br />submittal. <br />5.3.3 Fill Sequencing Plans <br />Currently, MSW is being placed in Lined Area 4, with future Area 5 area serving as the existing <br />borrow area. The County intends to fill Areas 1 through 4 to near final maximum permitted <br />elevation in accordance with the revised permit height. Area 5 will be constructed in advance of <br />Areas 1-4 reaching its permitted refuse fill capacity. Once Area 5 is approved for disposal by the <br />appropriate regulatory agencies, refuse placement will begin in Area 5 and the Area 6 footprint <br />will become the future borrow area for daily cover. This process will be repeated for the <br />remaining Areas 6 through 11 (See Appendix B, Preliminary Closure/Postclosure Maintenance <br />Plan for fill sequencing). It is presently contemplated that soil will be stockpiled in the eastern <br />mitigation area to provide daily cover for the final Lined Area and closure of any un -closed landfill <br />surfaces (Plate 6). <br />5.4 LEACHATE COLLECTION AND REMOVAL SYSTEM <br />All Lined Areas will have a leachate collection and recovery system (LCRS). Leachate collection <br />systems include collection troughs with lateral and header piping surrounded with drainage <br />gravel. Each lateral leachate pipe will be equipped with a pipe riser for inspection and cleaning if <br />necessary. Leachate will drain along the troughs in the LCRS laterals to a leachate sump. The <br />sumps will include one or more pumps with sensors and automatic controls to maintain a low <br />leachate level. Above -ground leachate storage tanks are and will be used as needed to receive <br />leachate pumped from the sump.
