Signs in the Recycling Center inform the visitors of the maximum speed, location of recycled <br />materials, and other facility requirements. <br />Selected recyclable materials are manually sorted from the material deposited on the <br />Tipping/Sorting Floor. Personnel performing this separation include County staff, Alternate Work <br />Program Participants from the Sheriff's Department, and inmates from the Sheriff's Department. <br />Total operating area for the Recycling Center (including areas outside the Recycling Center for <br />materials storage) is approximately 5.7 acres. Space is available on the tipping floor for recycling <br />equipment to be installed in the future, if needed to meet requirements mandated by the <br />California Integrated Waste Management Act. However, mechanical recycling equipment is not <br />installed at this time. <br />Materials removed for recycling are placed in bins designated for each material, generally located <br />adjacent to the northern 7" wall (Plate 20 and 21). Material unsuited for recycling is deposited <br />into a high -sided trailer and transported to the active face for disposal. <br />7.2.3 Peak Loading <br />Peak loading conditions, when they occur, usually occur on Saturdays due to the large number of <br />self -haul customers. Peak conditions are first noticed at the scale house as traffic accumulates <br />due to the time required for processing. Peak loading accommodations include directing <br />commercial vehicles out of cue to the west scales at the scale house, thus bypassing self -haul <br />customers. <br />Peak loading conditions can also occur in the Recycling Center itself, where the limited number of <br />stalls restricts the number of customers that can deposit material each hour. <br />Maximum customer processing rate through the Recycling Center is approximately one per <br />minute, based on overload conditions (Saturday, May 6, 2007, Internal Traffic Capacity <br />Evaluation, North County Recycling Center and Sanitary Landfill, San Joaquin County Public <br />Works Department, June 16, 2008). <br />North County RUSL Page 53 of 68 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin — October 10, 2014 <br />
