n
11
7.5 SALVAGING AND MATERIALS RECOVERY PRACTICES
Scavenging (uncontrolled removal of material) is not allowed in the Recycling Center. Recycling
practices, including storage and removal of salvaged materials, are as follows:
7.5.1 Concrete Rubble
Loads containing exclusively concrete rubble are directed to a concrete rubble staging area on
site. The concrete staging area was located south of the LFG flare station (Plate 2). Concrete
staged in this area is often broken using a compactor, the steel reinforcing bar removed and
recycled, and the remaining crushed concrete used on site to construct equipment pads or similar
beneficial uses.
7.5.2 Concrete and Steel in the Recycling Center
Concrete and steel received in the Recycling Center tipping floor are segregated from other
materials when received in significant quantities. Workers hand -sort these materials and place
them in bins adjacent to the "Z" wall north of the Recycling Center. When bins are full, they are
moved away from the "T' wall, staged for removal and are replaced by empty bins.
Steel is removed from the site to recycling operations elsewhere. Drivers weigh their vehicles
when leaving the recycling center and upon return to measure the amount of material recycled.
This weight is included in the refuse diversion credited to the County.
North County RUSL
Joint Technical Document
Page 57 of 68 Public Works/Solid Waste
County of San Joaquin — October 10, 2014
