0 7.7 VOLUME REDUCTION WITHIN THE RECYCLING CENTER <br />A sheep's -foot compactor is rolled over waste materials in the recycling center to reduce the <br />volume of the waste. This material is then delivered to the landfill's active face for disposal. <br />The`compactor is operated near the middle of the tipping floor. Personnel operating a front-end <br />loader on the tipping floor push bulky refuse from both the general public side and the commercial <br />side to the middle of the tipping floor. The compactor spreads the refuse in lifts of two feet or less <br />and passes over it several times. Once the refuse is crushed, the refuse is removed from the <br />Recycling Center and delivered to the active landfill face for disposal. <br />The following measures are taken while using the compactor, in addition to routine safety <br />measures. Note that these locations and procedures may be adjusted to maximize the use of the <br />compactor and coordinate with other material -handling activities. <br />• Only qualified trained personnel will operate the compactor. <br />• The Compactor operates on the east side of a line of cement K -Rails placed north to south <br />within the Recycling Center. <br />• The compactor is operated after the Recycling Center tipping floor is cleared of other <br />personnel. <br />• Radio walkie-talkie and visual communication is maintained at all times between the <br />compactor operator and other personnel in the Recycling Center. <br />• Compactor operators are vigilante for pressurized cylinders, propane tanks, televisions, <br />computer monitors and these items will be pulled out and not pushed with the refuse to the <br />compactor. <br />• The compactor is equipped with an audible back up alarm and working lights. <br />• In the unlikely event of an explosion because of the compactor running over refuse, on-site <br />staff will take appropriate action by isolating the area and contacting the appropriate <br />emergency agencies (i.e. County Office of Emergency Services, County Environmental <br />Health Department, and local Fire Department). <br />Baling equipment is not used in the Recycling Center at this time.
