3 WASTE MANAGEMENT UNIT CHARACTERISTICS, SITING, AND DESIGK <br />STANDARDS , 1 ,.. <br />The landfill development design will be in accordance with the regulations applicable at the time <br />of construction. Module 1 was designed to meet Title 14 Regulations. Modules 3 and 4 were <br />constructed in accordance with Title 27 and Subtitle D regulations. All subsequent modules will <br />meet the requirements for siting, seismicity, and design and construction in effect at the time of <br />construction. <br />3.1 AIRPORT <br />The landfill is located greater than five miles from the nearest airport. Title 27 CCR and <br />Subtitle D of the federal regulations have requirements for siting new landfills near airports. In <br />addition, existing landfills must demonstrate that the units are designed and operated so that the <br />units do not pose a bird hazard to aircraft (see Landfill Operations, Section 6). <br />0 Since the landfill is not sited within a five -mile radius of any airport runway, the FAA or other <br />airport officials were not notified of new landfill unit (s). The regulatory requirements relatedto <br />potential interaction between landfill and airports do not appear to apply. <br />3.2 VOLUMETRIC CAPACITY <br />A total 41.2 million cubic yards refuse disposal capacity (refuse plus cover soil) is available with <br />the proposed landfill height to 320 ft msl (Table 2 and Appendix B). <br />3.3 SITE LIFE ESTIMATES <br />The North County Landfill is estimated to reach present design capacity by the year 2048 or later. <br />The landfill life is uncertain, affected by the refuse disposal rate and density at disposal. <br />North County RC&SL Page 12 of 69 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin — February 10, 2010 <br />
