L ,Y rd= `'"'s' ,".. <br /> In$peCtlon ,z„r f I �r k11@fi$ VIII I : Idl y.(II .. z �, III a IF <br /> Pursuant to the Public Resources Code (PRC), Section 43220, staff of the California Department of Resources Recycling <br /> and Recovery(CalRecycle)conducted an 18-month inspection at the North County Landfill and Recycling Center with <br /> Tadese Gebrehawariat, CalRecycle, Natalia Subbotnikova, LEA and Marcus Davenport Operator on November 6,2015. <br /> 1)Operations-The site which included a Recycling Center and Green Waste recycling were satisfactory at the time of <br /> the inspection. No violation and/or area of concern was noted during the inspection. <br /> 2)Signage-All required signs were posted at the entrance of the scale house area. <br /> 3)Active Face-CalRecycle inspectors and the LEA conducted the morning inspection, arriving at the active face area <br /> (Module-4)at approximately 8:45 am. The operator uses tarps for daily cover, which were already pulled from the active <br /> face. The tarps appeared to be in good condition. Observed spotters wearing proper PPE at the active face area <br /> directing incoming loads for commercial traffic only. The spotters also conduct load checks. <br /> 4) Bird Control-The operator contracts with a company that provides a radio controlled airplane that acts like a predator <br /> bird near the active face area to control birds. <br /> 5) Litter&Dust Control-All areas, including access roads,were free of windblown litter. Observed litter control personnel <br /> collecting litter at the active face area, as well as at the base of the South side of Module-4. A water tank truck was <br /> observed spraying down access roads. <br /> 6)Winterization—The operator is planning to locate the Winter Pad at a higher elevation of Module-4. Sand will be used <br /> at the turning basin for drainage control and to prevent erosion and run-off. <br /> 7)Capped Surfaces-All were in good condition and covered with vegetative growth. Some capped slopes were recently <br /> hydro-seeded. <br /> 8)Green/Wood Waste Processing& Recycling—All material is located on paved surface and processed on a daily bases <br /> by separate contractor. Some of the finished material is colored after processing. A Temperature log is recorded daily for <br /> green material. On 11/4/15 the highest reading was 127 degrees Fahrenheit, and on 11/5/15, 126 degrees.An area just <br /> past the entrance to the processing area showed signs of a depression in the pavement.The operator indicated it would <br /> be repaired very soon. <br /> 9)LFG Monitoring-CalRecycle inspectors and the LEA measured methane gas levels in two selected landfill boundary <br /> perimeter LFG monitoring probes(SG-10, SG-21), using the LEA's Landtec GEM-2000 instrument. We obtained trace <br /> amounts of methane gas readings from three (shallow, medium, and deep)well intervals.All below the regulatory limit of <br /> 5.00 percent. Note: LFG monitoring probe SG-21, shallow(red label)valve has come loose from the PVC piping, and <br /> should be repaired as soon as possible. <br /> Page 1 of 1 <br />
