` J <br /> 10) Recycling Center—CalRecycle inspectors observed at the main tipping floor,waste being sorted by San Joaquin <br /> County inmate work crews.The Recycling Center is completely under roof.Water misters were operating at the time of <br /> the inspection to control dust.An eye wash station was located near unloading area, on North side of building. Portable <br /> restrooms are located away from the main tipping floor, on the East side of the building. HHW area is well defined, <br /> removal frequency occurs once per month. Load checks are conducted for each incoming load, before it is unloaded. <br /> Secondary checks are conducted on the main tipping floor. <br /> 11)Records Review: On-site-CalRecycle inspectors and the LEA reviewed the Log of Special Occurrences, Random <br /> Load Checks and training records(bi-weekly tailgates, Haz-woper training programs).All logs were shown to be current <br /> and updated.A log for inbound/outbound tonnages for Green/Wood waste was also reviewed. <br /> 12) Records Review:At the San Joaquin County, Dept. of Public Works Offices in the City of Stockton-CalRecycle <br /> inspectors and the LEA reviewed the tonnage and traffic volume records, all of which showed that the receipts were <br /> within the permitted limits with the exception of the two dates that the LEA cited an Area of Concern and a Violation for <br /> tonnage exceedance on 8/21/15 and 9/25/15. Note, The LEA has shown this Violation to be corrected on Inspection <br /> Report, dated October 23, 2015.Also reviewed,were the results of the operator's 3rd Quarter 2015 LFG monitoring <br /> program (completed August 2015), and showed methane gas levels in the monitoring probes were all at 0.00%. <br /> 13)PERMIT REVIEW: The FIVE YEAR PERMIT REVIEW application for the landfill was received at CalRecycle on <br /> January 9. 2015. The CLOSURE AND POSTCLOSURE MAINTENANCE PLAN (CPCMP): Plans were submitted on <br /> January 15, 2015, and were approved technically adequate on June 22, 2015. The NON-WATER CORRECTIVE <br /> ACTION COST ESTIMATE: Plans were submitted on July 25, 2014, and were approved technically adequate on May 13, <br /> 2015. <br /> 14) Note Module-5: The operator was in the process of actively disposing waste in this newly lined module. The liner <br /> below the operations layer was damaged in early October 2015, and operations at this Module were ordered stopped by <br /> the State Water Board. On the day of the inspection, inspectors from the State Water Board, City of Stockton Public <br /> Works, and CEQA staff were at the site to inspect repairs being made to the damaged liner. It is anticipated that waste <br /> disposal in Module-5 will start again in the Spring of 2016. <br /> Page 2 of 2 <br />
