STATE OF CALIFORNIA
I _=
CALIFORNIA REGIONAL WATL..., QUALITY CONTROL BOARD—
GEORGE DEUKMEJIAN, Govenor
CENTRAL VALLEY REGION
3443 ROUTIER ROAD
SACRAMENTO, CA 95827-3098
U
I
d
L"
5 April 1988
Mr. Tom Horton
Department of Public Works
County of San Joaquin
P.O. Box 1810
Stockton, CA 95201
SWAT PROPOSAL REVIEW COWENTs, CORRAL HOLLOW LANDFILL, SANIJOAQUIN COUNTY
Thank you for the 25 March 1988 response to our comments on the Solid Waste
Assessment Test (SWAT) proposal for the Corral Hollow landfill. We concur that
the wells to be constructed to satisfy SWAT requirements also fulfill
requirements for a ground water monitoring program under Title 23, California
Code of Regulations, Article 5 (Subchapter 15). The revised Subchapter 15
monitoring program will be described in the waste discharge requirements (WDRs)
when they are updated.
Modifications to the proposed monitoring program suggested during our meeting on
I April 1988 included soil borings near the east corner of Module 2 and the
central northeast side of Module 4. These two borings will be made in lieu of
three borings between the landfill and Corral Hollow Creek suggested in our
review of the SWAT proposal. These borings will be developed into monitoring
wells if warranted by hydrogeologic conditions. The need for well construction
will be determined by your consultant in the field during drilling. Field work
will also include installation of two additional deep wells (MW -2 and MW -3)
completed in the regional aquifer, one shallow well (MW -1), and a shallow well
(MW -5.) near MW -3, if it is likely that a perched water table may develop near
MW -3.
The soil sampling strategy proposed for the shallow borings in our review will
be modified so that samples with highest moisture content are selected for
analysis rather than a composite sample for each boring.
If you have any questions, ple'ase call Michael Mosbacher at (916) 361-5736.
WLA4./Ile
WILLIAM / MARSHALL, Chief
Waste Discharge to Land Unit
SER: sg
