This engineering review is supplemented to a great degree b a <br /> Report of Waste Discharge (RWD) y <br /> ) prepared for the site in June <br /> 1988 by the San Joaquin County Department of Public Works. The <br /> (RWD) is in the process of being submitted by the City of Tracy <br /> to the RWQCB. References will be made to specific sections or <br /> Appendices of this RWD for information required in this <br /> engineering review. A copy of this RWD is included as Attachment <br /> C of this Engineering Review. However it is bound separately due <br /> to its large size. <br /> The format of the Engineering Review below generally follows the <br /> instructions in guidance documents furnished by the LEA. A copy <br /> of these instructions are contained as Part I of Appendix E. <br /> Section XIII of this report, which contains conclusions <br /> and <br /> recommendations, is an engineering evaluation of the site <br /> performed by the author of the Engineering Review. The <br /> conclusion of the report indicates that the landfill operations <br /> meet state minimum standards, and also that the proposed <br /> monitoring for the landfill, when implemented, will satisfy state <br /> standards for site monitoring. In addition, recommendations are <br /> made to improve site operational efficiency and control. <br /> The engineering evaluation was performed using applicable <br /> guidelines contained in Title 14 of the CCR, Chapters 3 and 5; <br /> Title 23 of the CCR, Chapter 3, Subchapter 15; Solid Waste <br /> Enforcement Manual 1986. by the CWMB, and also inspection <br /> reports for the landfill on file with the LEA. Recommendations <br /> were made based on site observation and engineering report <br /> reviews performed by the certifying engineer for this Engineering <br /> Review. <br /> A. History of past operation: <br /> The Corral Hollow Sanitary Landfill began operations <br /> approximately around 1950. The history of operations for the <br /> site from that time through the 1970's is not well documented. <br /> Appendix F contains a brief summary of the history of the site as <br /> researched by the County and transmitted to EMCON Associates in <br /> January 1988 for use in the preparation of the Closure Plan for <br /> the site. Attachments to this history also indicate property <br /> limits of the site over the site history. <br /> County and City of Tracy files show the earliest reference to the <br /> disposal site being an agreement dated January 16, 1950, between <br /> the County and City. Since then, the disposal site has been <br /> operated by the City of Tracy under an agreement where the County <br /> and City are co-owners. The site was generally run by a <br /> caretaker during the 1950 's and early 1960 's and dumping was free <br /> of charge. Operations included open dumping, with occasional <br /> burning and covering of waste. <br /> 10 <br />
