In 1965 the site was expanded by 33.74 acres (Currently <br /> designated as APN 253-03-06, See Appendix F) to include the <br /> current site area which is located on APN 253-03-06 and 253-03- <br /> 05. In 1966 Interstate Route 580 .was constructed through old <br /> portions of the site. The waste within the California Department <br /> of Transportation right-of-way was removed and landfilled on <br /> older portions of the site to the northeast. Documentation on <br /> this waste removal is contained in Appendix G. <br /> From the mid-1960 's through 1970 the landfill not only accepted <br /> municipal solid waste but also accepted some Class I and II <br /> wastes (according to pre-Subchapter 15 Classification system) . <br /> Documentation of site operations during the early 1970's, <br /> contained in a RWQCB and LEA correspondence included as Appendix <br /> H, indicates the site was receiving drilling muds, liquids and <br /> hazardous waste drums. Landfill reports reviewed indicate that <br /> sewage sludge was received at the site until February 1987. <br /> Liquids received at the site until June 1987 consisted of grease <br /> trap pumpings. Since then the site has only accepted Class III <br /> waste. <br /> The landfill has primarily operated as a cut and cover operation. <br /> Since the mid-1960's, large trenches were excavated, filled with <br /> waste, and covered with the excavated soils. Operations were <br /> upgraded in the early 1980's to include the use of a landfill <br /> compactor. Landfilling of the last remaining pit, which began in <br /> 1986, continues today. As a result, cover soil is no longer <br /> available on site and is being imported for operations. <br /> B. Current type o <br /> yp f landfill operation. <br /> The current landfill operation involves the filling of the last <br /> pit on-site, which was excavated for past cut and cover <br /> operations. Dry weather operations involve the building of cells <br /> across the bottom of the pit in layers. Wet weather operations <br /> are conducted on top of previous landfilled areas to the north of <br /> the pit. <br /> Solid waste is delivered to the site in refuse trucks and private <br /> vehicles. These vehicles are directed to an unloading area where <br /> the waste is deposited by site users. The waste is then pushed <br /> and compacted in the active landfill cell by compaction <br /> equipment. At the end of the day, the waste is covered with a <br /> minimum of 6 inches of cover soil. Landfilled areas, which will <br /> not be covered by subsequent landfilling for at least 180 days <br /> receive a minimum of 12 inches of cover soil (intermediate <br /> cover) . <br /> The Operations Plan for the site, dated August 1988, hereinafter <br /> referred to as Operations Plan, (contained as Appendix D to the <br /> 11 <br />
