Background on the source of these deficiencies is discussed <br /> below. Many of the deficiencies have been corrected or are in <br /> the process of correction or improvement. This is also <br /> indicated below. Recommendations to improve site design and <br /> operational deficiencies are contained in Section XIII. <br /> 1) Inadeauate, Cover _Material: Some past LEA inspections from <br /> 1985 through 1987 indicate a lack of proper placement of <br /> cover materials or maintenance of cover. Scattered reports <br /> from 1985 through 1987 indicated lack of proper placement or <br /> maintenance of cover. Inspection reports from 1988 indicate <br /> a cover maintenance problem on a steep side slope of the pit <br /> being landfilled. <br /> The noted violations regarding lack of proper cover <br /> placement and maintenance from 1985 to 1987 were due to <br /> insufficient amounts of cover material being placed, which <br /> was demonstrated by exposed waste showing in spots of the <br /> landfill. <br /> The steep side slopes of the pit have created a cover <br /> maintenance problem, as noted in 1988 LEA and CWMB <br /> inspections. This problem will be corrected as the pit is <br /> filled, thus eliminating the steep sideslopes. This method <br /> of compliance has been approved by the LEA and CWMB. <br /> It should also be noted that the lack of proper cover <br /> placement has been corrected at the site. The landfilling <br /> in the pit is performed in confined cells which eliminates <br /> creation of steep and large working faces. This results in <br /> effective waste compaction and enables efficient and <br /> effective placement of cover soils. This effective <br /> compaction has also been enhanced by the use of the new site <br /> compactor. <br /> 2) Dust Control: Dust control inefficiency at the site <br /> has been noted during site observation by County Public <br /> Works Department and was also noted during a 1985 LEA <br /> inspection. This deficiency arises from the fact that the <br /> existing water truck at the site is inefficient, prone to <br /> maintenance problems and undersized. The City is in the <br /> process of procuring a 3000 gallon water truck to replace <br /> the existing truck. This action should greatly reduce dust <br /> control problems at the landfill. <br /> 3) Litter Problems: Litter problems at the site have been <br /> noted in numerous site inspections. The problems at the <br /> site stemmed from the facts that: (1) the landfill <br /> experiences high winds (2) proper litter fences were not in <br /> 13 <br />
