RWD for the site) and the Closure and Postclosure Plan for the <br /> site, hereinafter referred to as Closure Plan, (contained as <br /> Appendix B of the RWD for the site) contain information on <br /> landfilling procedures and the design to be followed for closure <br /> of the site. Section 2 of the Operations Plan for the site <br /> describes the current landfill operations at the site and also <br /> the procedures which will be used for future site operations. <br /> The Closure Plan describes the phasing of operations and Closure <br /> activities which will be undertaken. <br /> C. Waste Stream Volume: <br /> . <br /> Currently the landfill receives an average of approximately 1000 <br /> cubic yard of waste per day. This waste stream is divided into <br /> four categories by source of refuse, according to landfill <br /> records as shown in Table 1, below. Past design or operational deficiencies: <br /> Past operating p ating deficiencies include placement of inadequate <br /> amounts of cover material, dust control, litter problems, <br /> disposal of possible toxic waste at the site, lack of development <br /> and submission of engineering reports for the site. This finding <br /> stems from a review of LEA inspection reports from the period of <br /> 1985 to the present, CWMB and RWQCB correspondence, and also site <br /> observation by the San Joaquin County Public Works Department. <br /> 12 <br />
