II. SUMMARY <br /> A. Land development considerations <br /> Land Use in the Corral Hollow Sanitary Landfill area is zoned as <br /> general agricultural and conservation, according to the General <br /> Plan for San Joaquin County to 1995. The neighboring land is <br /> generally used for grazing or open land. Details on land use and <br /> zoning in the area of the landfill site is contained in Section <br /> 2595 (h) (4) and Appendix C of the RWD. <br /> The remoteness and agricultural setting in the immediate area of <br /> the landfill, which is limited to grazing, minimizes <br /> environmental impacts of the landfill on surrounding land use. <br /> The final design plan proposes gentle slopes over most of the <br /> site, which meet the requirements of Subchapter 15 of Chapter 3, <br /> Title 23 of the CCR (hereinafter referred to as Subchapter 15) <br /> and also are similar to the existing topography of the area. <br /> The Closure Plan for the site proposes final cover and vegetation <br /> layers for the site which meet the minimum requirements of <br /> Subchapter 15. The Plan also specifies construction of drainage <br /> facilities to be completed during phased closure of the site <br /> which will minimize erosion. <br /> B. Site hydrogeologic findings: <br /> Hydrogeologic findings at the site consist mainly of, a geologic <br /> investigation performed by EMCON in November 1987 and Solid Waste <br /> Assessment Test (SWAT) Report performed by EMCON in June of 1988. <br /> Copies of this SWAT report, hereinafter referred to as GWSWAT, <br /> were submitted to the CWMB and LEA on September 7, 1988. copies <br /> of the transmittal documenting these submissions are contained in <br /> Appendix H. <br /> The GWSWAT report was performed to satisfy the groundwater <br /> testing requirement of the Calderon Bill (AB 3525) which was <br /> incorporated into the California Water Code in 1984 in Section <br /> 13273 . This GWSWAT was submitted to the RWQCB for the Corral <br /> Hollow Sanitary Landfill as a rank 2 site on July 1, 1988. The <br /> report contains: (1) A site map indicating locations of test <br /> borings (2) Logs of borings (3) Results of laboratory soils tests <br /> (4) A summary of the local and regional hydrogeology (5) A <br /> description of the permeability characteristics of the underlying <br /> formation, (6) Information on the depth and quality of <br /> groundwater at and near the site, and (7) data assessment for <br /> testing performed with evaluation of site impacts. <br /> The conclusion of the GWSWAT was that the landfill does not <br /> appear to be impacting the deep regional aquifer. <br /> 16 <br />
