Specific Agency Involvement with Corral Hollow Sanitary Landfill• <br /> Following is a list of enforcement agencies which have dealings <br /> with the Corral Hollow Sanitary Landfill. Also included are <br /> descriptions of particular activities the agency performs and <br /> reports which have been submitted to that agency. <br /> A. California Regional Water Quality Control Board: <br /> The Corral Hollow Sanitary Landfill operates under Waste <br /> Discharge Requirements (WDR) No. 75-115 adopted by the RWQCB. <br /> These WDR were issued to the Corral Hollow Sanitary Landfill as a <br /> Class II-2 site. <br /> The WDR for the landfill are in the process of being revised by <br /> the RWQCB. The City of Tracy, Department of Public Works is in <br /> the process of submitting a RWD for the site to the RWQCB. A <br /> copy of the final RWD is contained as Appendix C of this <br /> engineering review. This RWD will be used to develop new WDR for <br /> the site. These new WDR will change the existing Class II-2 <br /> classification for the site to a Class III classification to <br /> correspond with the latest requirements of Subchapter 15. <br /> In February of 1988, EMCON Associates prepared a report titled, <br /> Solid Waste Assessment Test Proposal and Groundwater Monitoring <br /> Plan, for the site. This report was submitted to the RWQCB on <br /> February 25, 1988, and was also submitted to the CWMB and LEA on <br /> March 8, 1988. This report is a two part report which proposed <br /> procedures for performance of the GWSWAT at the landfill and a <br /> groundwater monitoring program to satisfy Subchapter 15. On <br /> April 5, 1988, the RWQCB approved the GWSWAT proposal and <br /> Groundwater Monitoring Plan for the site. A copy of this letter, <br /> which included minor amendments, is included in Appendix H. <br /> The GWSWAT was performed at the site and submitted to the RWQCB <br /> on July 1, 1988. Copies of the GWSWAT for the landfill were <br /> submitted to the CWMB and LEA on September 7, 1988. Copies of <br /> the transmittal documenting these submissions are contained in <br /> Appendix H. <br /> B. California Waste Management Board (CWMB) : <br /> The CWMB is <br /> responsible for the establishment of regulations and <br /> performance standards which govern the operation of solid waste <br /> facilities . The primary enforcement authority for these <br /> regulations rests with the Local Enforcement Agency (LEA) . The <br /> LEA for solid waste disposal sites in San Joaquin County, <br /> including the Corral Hollow Sanitary Landfill, is the San <br /> Joaquin Local Health District.
