G. Monitoring activities: <br /> 1. Groundwater Monitoring: <br /> The Corral Hollow Sanitary Landfill operates under Waste <br /> Discharge Requirements (WDR) No. 75-115 adopted by the RWQCB. <br /> These WDR were issued to the Corral Hollow Sanitary Landfill as a <br /> Class II-2 site. (According to the latest requirements of <br /> Subchapter 15, the designation for Class II-2 sites has been <br /> changed to Class III. ) <br /> The WDR for the landfill are in the process of being revised by <br /> the RWQCB. In August 1988 the San Joaquin County Department of <br /> Public Works prepared a RWD for the landfill. The City of Tracy <br /> Department of Public Works is in the process of submitting this <br /> RWD for the site to the RWQCB. This RWD, which is Appendix C of <br /> this engineering review, will be used by the RWQCB to develop new <br /> WDR for the site. <br /> In February of 1988, EMCON Associates prepared a report titled, <br /> Solid Waste Assessment Test Proposal and Groundwater Monitoring <br /> Plan, for the site. This report was submitted to the RWQCB on <br /> February 25, 1988 and the CWMB and LEA on March 8, 1988. This <br /> report is a two part report which proposed procedures for <br /> performance of the GWSWAT at the landfill, and also proposed a <br /> groundwater monitoring program to satisfy Subchapter 15. On <br /> April 5, 1988, the RWQCB approved the GWSWAT proposal and <br /> Groundwater Monitoring Plan for the site. A copy of this letter, <br /> which included minor amendments, is contained in Appendix H. <br /> The GWSWAT was performed at the site and submitted to the RWQCB <br /> on July 1, 1988. Copies of the GWSWAT for the landfill were <br /> submitted to the CWMB and LEA on September 7, 1988. Copies of <br /> the transmittal documenting these submissions are contained in <br /> Appendix H. <br /> The Subchapter 15 groundwater detection monitoring program <br /> proposed for the site will be implemented when the new Waste <br /> Discharge Requirements are adopted by the RWQCB for the landfill. <br /> 2. Landfill Gas Monitoring: <br /> In July 1988, an AQSWAT was performed at the site to comply with <br /> Health and Safety Code, Section 41805.5. According to <br /> provisions of the law, the San Joaquin Local Air Pollution <br /> Control District approved the AQSWAT proposal, and then received <br /> a copy of the AQSWAT Report. The District is to review and <br /> submit a copy of the report, with its findings, to the <br /> California Air Resources Board. The Air Board will then submit a <br /> report to the California legislature regarding the finding for <br /> 33 <br />
