It is anticipated that an in-place compaction <br /> level of a minimum 90% relative density will be required to <br /> achieve this permeability. <br /> f. ) Placement of final cover: <br /> After portions of the landfill are brought to final grade, <br /> placement of the final cover will take place. The final <br /> cover will consist of a 24 inch foundation layer, a 12 inch <br /> low permeability or 11clay" layer and an 18 inch vegetative <br /> layer. The placement of the foundation and clay layers will <br /> require extensive compactive effort. <br /> Compaction of the foundation and clay layers will be <br /> performed by a sheepsfoot roller with the soil at or <br /> slightly above optimum moisture content in maximum 8 inch <br /> layers. The foundation layer will be compacted to provide <br /> a good base for placement and compaction of the clay layer. <br /> The clay layer will be compacted at slightly above optimum <br /> moisture to obtain a minimum 90 percent relative <br /> compaction, or until in-place permeability testing yields <br /> hydraulic conductivity of 1 X 10-6 cm./sec. or less. <br /> 12. Fire control: <br /> Landfill staff from the City of Tracy Department of <br /> Public Works regularly construct fire breaks during the <br /> dry season by removing vegetation from a strip of land <br /> bordering the site perimeter. The possibility of fires <br /> starting within the fill is reduced by inspection of <br /> loads before they are dumped to ensure they do not <br /> contain burning material and by daily covering of waste <br /> cells with soil. <br /> The City of Tracy and Tracy Rural Fire Departments are <br /> available to respond to fires at the landfill. The <br /> City of Tracy Fire Department conducts monthly <br /> inspections of the site to insure that fire prevention <br /> measures and practices are adequate. <br /> 13 . Special and hazardous waste: <br /> As a Class II-2 landfill, the Corral Hollow Landfill <br /> currently does not accept hazardous waste, special wastes or <br /> liquids. The site did accept sludge from the City of Tracy <br /> waste water treatment plant in the past; however, this <br /> practice was discontinued as mentioned in Item I.A. , on <br /> page 11. <br /> 38 <br />
