4. SUMMARY OF FIT ACTIVITIES <br /> On March 22, 1989, Toner Mitchell and Su-San Wen of Ecology and <br /> Environment's Field Investigation Team (E&E FIT) conducted an inspection <br /> of the Corral Hollow Landfill. This inspection consisted of an <br /> interview of landfill management personnel and a subsequent tour of the <br /> facility itself. Representing CHSL were Dean Reed, the City of Tracy's <br /> manager of the landfill, Don Mason, the City's Public Works <br /> Superintendent, and Alan Biederman, an inspector representing San <br /> Joaquin County. <br /> The FIT interview began in the office of Mr. Reed where existing file <br /> information was supplemented with a detailed description of the site's <br /> history by the landfill representatives. The actual start-up date of <br /> the site, the types of wastes handled there, and the reported contents <br /> of the on-site drilling mud pond and pesticide containers were of <br /> particular interest, since conflicting information was given in the <br /> site's EPA CERCLIS file. The Solid Waste Assessment Test (SWAT) <br /> prepared for the site by EMCON Associates states that the landfill <br /> opened in the mid to late fifties, while Mr. Reed informed FIT that the <br /> landfill actually began operating in 1946. Mr. Reed also mentioned that <br /> oil drilling muds had never been accepted at the site and that all <br /> pesticide containers had been certified by San Joaquin Agriculture <br /> Inspectors as being triple-rinsed before being accepted at the landfill. <br /> Mr. Reed was quick to clarify that a pond had indeed existed on-site and <br /> that its contents were actually sludge from the City of Tracy's <br /> wastewater treatment facility. He did not, however, know of any <br /> hazardous constituents in the sludge. He added that the landfill has <br /> not accepted liquid wastes since 1986 and that the sludge impoundment <br /> was filled and spread in the southwest portion of the site. <br /> The FIT tour of the facility provided information on some of the site's <br /> geographical features. Disposal methods and locations were highlighted <br /> as well. Upon FIT's request, Mr. Reed proceeded to the location of the <br /> 4-1 <br /> sa/tm/chl/si <br />
