If so, this should also be <br /> part of the project description. <br /> Will acceptance of additional wastes result in a vertical <br /> expansion of this facility? If so, this should be addressed in <br /> the project description, and potential impacts and mitigations <br /> should be thoroughly discussed in the environmental document. <br /> Where is the additional waste originating? Is it coming from out <br /> of the County? If so, what agreements have been made?:'' <br /> Amounts of Waste to be Accepted <br /> One part of the document states that the proposal to increase the <br /> permitted daily capacity from 850 to 1, 200 cubic yards per day. <br /> Please refer to page 11, Item 13 , where the increase is stated to <br /> be from 850 to 1, 200 tons. The units should be consistent <br /> throughout the document. <br /> Initial Study Item 3 . Water <br /> According to the document, mitigation measures include <br /> continuance of monitoring the ground and surface water at the <br /> site for contamination. Additionally, the onsite drainage system <br /> will be continuously monitored and maintained at safe levels. <br /> Monitoring comprises only a part of mitigation. It would be <br /> helpful if the negative declaration included a diagram of <br /> the onsite drainage plan with an explanation of how it <br /> functions. Also, the document should, at a minimum, provide <br /> a description of the monitoring that is ongoing at this <br /> facility. <br /> Initial Study Item 9 . Natural Resources <br /> The document states that increased traffic on-sit would cause an <br /> increase in fuel usage. It further states that earlier than <br /> scheduled site closure would negate any interim fuel usage. <br /> Fuel usage is not "negated" by indirect means such as <br /> closure of a facility. Once fuel is used, it' s gone. <br /> Initial Study Item 17. Human Health <br /> Is there a load checking program or a hazardous waste screening <br /> program at this site. If there is, it should be described in the <br /> document. If there is not, staff recommend that these programs <br /> be implemented as soon as possible. <br /> Thank you for the opportunity to review this proposed negative <br /> declaration. Staff request a copy of the negative declaration <br /> which is intended for local adoption prior to the public hearing. <br /> If you have any questions regarding these comments, or require <br /> A-5 ' <br />
