Response to: <br /> MEMORANDUM FROM CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD <br /> Project Description <br /> The "project" of record under the California Environmental Quality <br /> Act (CEQA) is a Revised Solid Waste Facilities Permit to be issued <br /> by the Environmental Health Division of San Joaquin County Public <br /> Health Services. The purpose of the revised permit is to specify <br /> San Joaquin County as the owner and operator of the landfill- and <br /> to allow an average daily volume of 1,200 cubic yards of solid <br /> waste to be deposited at the landfill, and a peak volume of 1, 800 <br /> cubic yards per day. <br /> The project description on page 3 has been revised to describe the <br /> "project. " <br /> The landfill was previously owned jointly by the City of Tracy and <br /> the County of San Joaquin and operated by the City of Tracy. On <br /> July 1, 1990, San Joaquin County became the sole owner and operator <br /> of the site. The revised Solid Waste Facility Permit will reflect <br /> this change. <br /> Acceptance of additional wastes will not result in vertical <br /> expansion. Grades established under the EMCON Associates <br /> Preliminary Closure Plan will be adhered to, resulting in the same <br /> final grade as in the current permit. <br /> The additional waste to be accepted by the landfill is the result <br /> of population growth in the South San Joaquin County area. None of <br /> the additional waste to be accepted will originate outside San <br /> Joaquin County. <br /> Amounts of Waste to be Accepted <br /> Waste amounts indicated in the document should be expressed in <br /> cubic yards. The inconsistency has been corrected. <br /> Water <br /> The mitigation measures for surface and groundwater monitoring are <br /> currently in place. Included with this final environmental <br /> document as Appendix B is a site drainage plan and a description of <br /> the monitoring program. <br /> A-7 <br />
