WASTE GENERATION <br /> Waste generation projections for the TPA were based on population growth estimates as <br /> provided by the COG and the County DPW, and 1990 baseline to disposal and diversion <br /> estimates provided in City and County SRRE's. Due to the difference in waste composition and <br /> quantities of waste generated for the City of Tracy and the unincorporated areas of the County, <br /> waste estimates for the TPA were based on separate generation projections for the Tracy Area <br /> (as defined above) and the rural unincorporated area of the TPA. <br /> Tracy Area <br /> Though a large percentage of planned community development in the region is expected to take <br /> place in the unincorporated part of the County, the majority of this development is anticipated <br /> to occur in the vicinity of Tracy. The waste generated from these developments was assumed <br /> to be proportional to the quantity and composition of waste currently disposed of in the City of <br /> Tracy. The rationale for this assumption is that future community development in the region <br /> will largely be an extension of current growth and development of the City. <br /> The quantity of waste annually disposed of in the City is estimated to be approximately 48,990 <br /> tons (1990). The annual per capita waste disposal rate in 1990 was approximately 1.47 tons. <br /> These estimates are based on DPW records of weights and volumes of waste received from <br /> franchised and licensed collectors and from other commercial, industrial, and residential <br /> customers in the County. The,DPW currently operates the Corral Hollow Sanitary Landfill and <br /> records incoming waste by volumetric estimates. Volumetric conversion to tons is based on the <br /> DPW conversion factor of 0.1838 tons per cubic yard - derived from volume and weight <br /> measures obtained from the County's Loveless Transfer Station. <br /> Waste disposal projections for the planning period were assumed to be in direct proportion to <br /> population growth. Estimates of waste generated on a daily basis were based on a 5-day week. <br /> Quantities of waste which were diverted in 1990 (according to estimates provided in the City of <br /> Tracy SRRE) were also projected proportional to the estimated population growth rate. The <br /> waste types included were limited to those materials which would be processed at the materials <br /> recovery facility - materials currently handled by Tracy Disposal Service through buy-back and <br /> commercial/industrial recycling operations.
