anticipated to result in waste handled by the materials recovery facility include existing
agricultural waste diversion, certified recycling centers, current to diversion to the local
Biomass facility, and private company commerciallindustrial recycling programs. Waste
diversion programs implemented since 1990 were not included in the waste diversion projections
in Table A5 in Attachment A.
Ruml Unincorporated County
Estimates of waste disposal from the rural portion of the TPA were based on 1990 census
population estimates for census tracks 52.02, 52.03, and 55; the unincorporated County annual
per capita to generation rate (1.07 tons); and the San Joaquin County SRRE estimate of
population growth.
Based on discussions with DPW personnel, waste.diversion in the unincorporated area of South
County is negligible - less than one percent of what is generated. Actual quantities of waste
diverted specific to the unincorporated County were not available, therefore, waste diversion
projections based on existing diversion programs were not provided.
Waste disposal projections for the planning period were assumed to be in direct proportion to
the estimated population growth. Estimates of waste received on a daily basis were based on
a 5-day week.
Finding
A significant factor in the estimate of the quantity of waste disposed of annually in the City of
Tracy is the annual per capita waste disposal rate of 1.47 tons. Based on discussions with
County personnel, the per capita waste disposal rate may be due, to some degree, to the level
of construction and demolition (C/D) activity taking place in the City. The percentage of
industrial waste disposed of is approximately 36 percent of the Tracy disposed waste stream.
The quantity of C/D debris, which is a part of the industrial waste stream, is not currently
available.
Estimates of daily waste handling requirements for a regional materials recovery and transfer
facility are presented in Table 3.3. These estimates are based on the "Expected Case" Tracy
Area per capita annual waste disposal rate of 1.47 tons, the per capita waste disposal rate of
L-\PROJFCT\397\MRF\RSI-I.TCY EBA WASrECHNOLOGIES
DRAFT B-6 De-mber 14, 1993
