c®DUST PREVENTION AND CONTROL PLAN <br /> TRACY MATERIALS RECOVERY AND TRANSFER FACILITY <br /> Intr <br /> Ddmf.-Jign <br /> This PM-10 Dust Prevention and Control Plan has been prepared for the proposed Tracy <br /> Materials Recovery & Transfer Facility, which will be owned and operated by Tracy Material <br /> Recovery and Solid Waste Transfer, Inc., of Tracy, California. The Plan is required under <br /> Mitigation Measure 4.7-1 in the Final Environmental Impact Report for the project, prepared <br /> in December 1993 by the San Joaquin County Community Development Department. This <br /> measure is intended to mitigate the affect of fugitive dust generated by construction activities on <br /> local and regional air quality. <br /> The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) is responsible for <br /> managing air quality for the project site and vicinity. The District recently adopted Regulation <br /> VIII Rules, which describe requirements for control of fugitive dust. This PM10 Dust Prevention <br /> and Control Plan incorporates Regulation VIII: Rule 8010: "Fugitive Dust Administrative <br /> Requirements For Control of Fine Particulate Matter (PM,�, and Rule 8020 - "Fugitive Dust <br /> Requirements For Control of Fine Particulate Matter (PM,� From Construction, Demolition, <br /> Excavation, and Extraction Activities." The current Regulation VIII Rules were developed <br /> following USEPA guidelines for moderate nonattainment areas. The SJVUAPCD was recently <br /> reclassified by EPA to serious nonattainment. Due to this reclassification, the District is <br /> developing a new plan for controlling PM10 which may change the current Regulation VIII <br /> Rules. In that case, this PM10 Dust Prevention and Control Plan will be modified as necessary <br /> to reflect any changes in the Rules. <br /> This plan has been prepared to provide specific procedures for preventing and controlling <br /> fugitive dust. However, at this time, the actual contractor for the project has not been selected. <br /> The specific procedures may be modified depending on the actual equipment and methods <br /> available to the contractor at the time of construction. <br /> Project Description <br /> The project site consists of an abandoned gravel quarry pit on the west side of MacArthur Drive <br /> south of Linne Road in the City of Tracy. The rectangular shaped site is 39.2 acres in size and <br /> the floor of the pit is about 30 to 40 feet below the surrounding level terrain. The pit is covered <br /> with sparse vegetation, while the surrounding original ground is covered with grasses and <br /> 1-%M0JFCM9MRFW1A".1 <br />
