shrubs. Near surface soils within the pit consist of silty sand and sandy silt. Original surface <br /> soils outside of the pit consist of porous sandy clay. The project site is surrounded by <br /> agricultural lands and active sand and gravel quarries. <br /> The MRF/Transfer Station building will be located at the south end of the pit, surrounded by <br /> paved driveways and parking areas. The middle portion of the pit floor will be occupied by the <br /> buyback center, parking, fueling, and truck wash areas, and a wood storage and yard waste <br /> composting area. The northern third of the pit floor is reserved for future wood storage and <br /> composting. Evaporation and retention ponds will be constructed in the northwest comer of the <br /> pit floor. Except for the future wood storage and composting area, the pit floor will be mostly <br /> covered with structures or pavement. The future wood storage and composting area will <br /> eventually be paved as needed. <br /> The maintenance building and adjacent paved parking areas will be located within a 100-foot- <br /> wide strip of original land above the southern rim of the gravel pit. A paved access road will <br /> extend down the eastern slopes of the pit. A 350-foot long section of MacArthur Drive will be <br /> widened and improved in the northeast comer of the property. <br /> Construction operations which have the potential for generating fugitive dust include: <br /> 1. Clearing of vegetation and stripping of organic topsoil from all areas of development. <br /> 2. Excavation to achieve design subgrade. Porous, loose soils and previously placed fills <br /> will also be excavated within proposed development areas. <br /> 3. Scarification and moisture conditioning of subgrade soils. <br /> 4. Placement and compaction of engineered fill utilizing native soils or approved import. <br /> 5. Stockpiles of soil and aggregate. <br /> 6. Unpaved haul roads throughout the site. <br /> 7. Cleared areas not yet developed or vegetated. <br /> Grading operations are expected to take place between May and September 1994, with some <br /> final grading occurring in October and November.
