direction will be from the west to northwest. During summer months, wind speed generally <br /> increases in the afternoon. Except for November, rainfall during grading will be minimal, and <br /> the high Valley temperatures will result in dry, windy conditions with a high potential for <br /> generating dust. Activities on the gravel pit floor will be exposed to less wind than activities <br /> on original ground. Also, the pit will capture much of the dust generated on the pit floor, not <br /> allowing it to migrate off-site. <br /> Dust Eovention and Control Measures <br /> The following measures to prevent and control fugitive dust will be implemented during <br /> construction. The project grading contractor will be responsible for making sure these measures <br /> are followed, that sufficient equipment and manpower is available, and to authorize additional <br /> measures which may be needed. <br /> 1. Stripping, excavation, and scarification activities and traffic on untreated surfaces will <br /> not be allowed when the winds is equal to or greater than 20 mph. <br /> 2. Trucks hauling soil or aggregate will be covered or wetted down. Speed limit of 15 mph <br /> will be posted and enforced. <br /> 3. Before the start up of stripping, excavation, and scarification operations, the ground <br /> surface will be presoaked. Water will be added as necessary during these operations to <br /> control dust. Engineered fill will be thoroughly moisture-conditioned before and during <br /> placement and compaction. <br /> 4. Except during rainy periods, cleared areas not yet covered with structures, pavement, or <br /> vegetation, will be watered at least twice every day, and more if necessary, including <br /> holidays and weekends. All disturbed areas not covered by development will be <br /> hydroseeded before the rainy season begins. <br /> 5. Main haul roads will be treated with a soil stabilizer or covered with aggregate base. <br /> Secondary haul roads will be watered at least twice a day, or more if necessary. <br /> 6. Whenever possible, stockpiles of soil and aggregate will be located along the west or <br /> north sides of the pit floor to take advantage of the natural windbreak. Stockpiles will <br /> be watered, treated with a soil stabilizer, or covered with plastic sheeting. <br /> 1-3 <br />
