VIII. CONDMONS, CRUERIA, AND REQURZENEWS <br /> A. APPROVAL AGENCY CONDITIONS <br /> Development of the Tracy Material Recovery & Transfer Facility which includes the Compost <br /> Facility will require a number of approvals and permits. Table 7 identifies approvals required <br /> by various local, state and federal agencies for project implementation. <br /> The Environmental Impact Report (EIR) for this facility, prepared by the San Joaquin County <br /> Community Development Department presents the project mitigation measures required that <br /> would eliminate or reduce impacts to a less than significant level. Table 8 is a summary table <br /> of potential impacts with suggested mitigation measures. <br /> This facility is subject to a Conditional Use Permit (CUP) from San Joaquin County. A <br /> summary of the CUP conditions of approval are as follows: <br /> 1. This approval is for the establishment of a materials recovery transfer station, and wood waste and <br /> composting facility as described in the Final Environmental Impact Report No. ER-93-1, State <br /> Clearinghouse No. 93042093. <br /> 2. An Improvement Plan, prepared by a Registered Civil Engineer, showing drainage, driveway access <br /> details, on-and off-site parking, existing and proposed utility services, and grading shall be submitted for <br /> approval. Storm water runoff generated by the construction of improvements shall be retained on the <br /> parcel on which those improvements are located. Drainage patterns and corresponding storm drainage <br /> improvements shall be shown on the Improvement Plan. Pond capacity calculations shall be submitted for <br /> approval. Any storm pond deeper than 18 inches shall be surrounded by a six-foot-high chain-link fence. <br /> Fence details shall be shown on the Improvement Plan. A Plan Check fee shall be required. (Development <br /> Title Section 9-884) <br /> 3. All structures and improvements, including truck and automobile parking, aisles, and maneuvering areas, <br /> shall be installed in accordance with the approved Site Plan and Improvement Plan. The size and location <br /> of the parking spaces shall be consistent with the requirements of Chapter 9-1015 of the development Title. <br /> The spaces shall be installed prior to issuance of the Certificate of Occupancy for the new structures and <br /> shall be permanently paved with concrete or asphalt concrete and be delineated. Bumper guards shall be <br /> provided where necessary to protect structures or properties. There shall be no truck or automobile <br /> parking associated with the approved use on MacArthur Drive. (Development Title Section 9-1015(e)) <br /> 4. The number and location of handicapped parking spaces shall be consistent with Section 9-1015.10 of the <br /> Development Title. <br /> 5. Any proposed parking lot or security lighting shall be designed to confine direct rays to the premises. No <br /> spillover beyond the property line shall be permitted,except onto public thoroughfares,provided,however, <br /> that such light shall not cause a hazard to motorists.
