6. Landscaping shall be installed in accordance with the approved Site Plan and Improvement Plan. <br /> I.Andscaping details shall be consistent with Chapter 9-1020 of the Development Title, be included on the <br /> Improvement Plan, and be installed prior to issuance of the Certificate of Occupancy for the <br /> office/maintenance building. <br /> 7. Litter shall be picked up on a daily basis on the project site and along the sites frontage on MacArthur <br /> Drive. Litter shall be picked up on surrounding properties as needed. <br /> 8. Except for the wood and yard waste composting operations,all waste handling and transfer operations shall <br /> take place within the approved transfer building. <br /> 9. All doors, windows, and unscreened openings at the transfer building shall remain closed unless in actual <br /> use. <br /> 10. All new cuts and fills shall be consistent with the geotechnical recommendations contained in Appendix F <br /> of the Final EIR. In areas where slopes are steeper than 2:1 the following mitigation measure shall be <br /> implemented: regrade slopes to 2:1 or flatter, or set back all improvements at least 30 feet from the top <br /> and bottom of slopes, or erect landslide debris barriers. <br /> 11. Construction of fills, foundations,slabs and roadways on-site shall be in accordance with the geotechnical <br /> recommendations contained in Appendix F of the Final EIR. <br /> 12. Placement of plastic sheeting, debris fences, silt fences and/or hay bales shall be utilized to protect <br /> disturbed surfaces during storms during construction activities. Following construction, all disturbed <br /> surfaces, especially slopes, shall be revegetated. <br /> 13. The area where the windows will be located for the outdoor wood and yard waste composting shall be <br /> paved. <br /> 14. Personnel working with the "load screening program" and on the "tipping floor" shall have 40 hours of <br /> OSHA training on spill containment, personal protective equipment, and the handling of recyclable <br /> household hazardous materials. <br /> 15. Any mitigation monitoring done by the Community Development Department shall be done on a time and <br /> materials basis paid for the applicant. <br /> 16. A PMIO Dust Prevention and Control Plan shall be prepared that includes the dust control measures <br /> specified in Chapter 4.7, Condition 4.7-1 of the Final EIR. <br /> 17. A Standard Operating Procedure(SOP)shall be developed to address the elimination of the generation and <br /> emission of odors as much as possible. The SOP shall include measures to allow for the shortest possible <br /> holding time of waste brought to the facility,as well as contingency measures in the event of excess odor <br /> generation and/or nuisance complaint. <br /> 18. The tipping floor area and transfer trailers shall be cleaned daily. Transfer trailers shall be periodically <br /> steam cleaned to remove accumulated grease and dirt. <br /> 19. In carrying out the operations of the project, the applicant shall take no actions that violate the provisions <br /> of the State or Federal Endangered Species Acts or any regulations promulgated pursuant thereto. <br /> Compliance with said laws shall be the sole responsibility of the applicant, and the applicant agrees to <br /> indemnify, defend, and hold the county harmless from and against any claim or action by affected State <br /> or Federal agencies as to the project's compliance with said laws. <br /> 20.
