ITIMOTHYA. CRANDALL
Project Engineer
Summary of Experience
Mr. Crandall has over eight years experience as an engineer focusing on the study,
design, operation and regulatory enforcement of solid waste landfills. He is responsible
for landfill design and permitting including projects involving the disposal of unusual
wastes requiring special design and regulatory permitting. While an engineer with the
Central Valley Regional Water Quality Control Board, Mr. Crandall worked primarily
with Chapter 15 requirements, reviewed SWATS and monitored waste discharge and
wrote waste discharge requirements. At Meinfelder, Mr. Crandall has prepared plans
and specifications, closure plans, and construction quality assurance plans for numerous
landfill projects.
Education
MS Animal Science, University of California, Davis, California, 1980
BS Civil Engineering, California State University, Sacramento, California, 1986
BS Animal Science, University of California, Davis, California, 1977
Registration
Civil Engineering, C045599, California, 1990
Professional Affiliations
American Society of Civil Engineers
Solid Waste Association of North America
Select Project Experience
A representative selection of Mr. Crandall's projects is included below.
Landfill Closure Design, Plans and Specifications, Sparks Buttercup Landfill,
Spokane, Washington. Prepared the closure design including project drawings,
specifications and construction quality assurance plans for closure of a landfill
using a PVC geomembrane. Also installed a perimeter gas monitoring system for
the landfill.
Landfill Closure Design, Plans and Specifications, Sierra Conservation Center
Landfill, Tuolumne County, California. Prepared a closure feasibility study(clean
closure vs. closure in-place). The client decided to close in-place and Meinfelder
prepared a closure plan, closure drawings, technical specifications and construction
quality assurance plan. This closure used a geosynthetic clay liner for the barrier
layer which offer the client a significant cost savings. Mr. Crandall was the
Construction Quality Assurance Officer for the capping operations which are
occurred in the fall of 1994.
E21208(03/93) 1
