t <br /> 1.0 Introduction <br /> This Construction Quality Assurance Plan (Plan) describes the quality assurance procedures for <br /> the Extension of Closure Cap for Corral Hollow Sanitary Landfill (CHLF) in San Joaquin <br /> County, California. The proposed remedy is to cap the additional area of waste found beyond the <br /> existing cap with a composite soil and geosynthetics cover. The goals of the construction quality <br /> assurance(CQA)program described in this Plan are to: <br /> ® Determine if proper construction techniques,materials, and procedures are used; <br /> ® Determine if the intent of the construction documents are met; <br /> o Identify construction problems and provide a mechanism for resolution <br /> When construction is complete,the information generated through the quality assurance program <br /> will be used to prepare a Construction Completion Report for the project. <br /> This plan stresses careful documentation during the quality assurance process, including review <br /> of Contractor's submittals, verification of supplied materials, equipment installation, and testing. <br /> Conformance testing refers to material testing that takes place before material installation. <br /> Construction testing includes activities that occur during installation. Activities will be <br /> conducted in accordance with this plan, the project construction drawings and project <br /> specifications. <br /> 1.1 Document Format <br /> The Plan includes six sections in the general order of construction: <br /> ' ® Section 1.0 describes the document format and lists the definitions and terms used <br /> throughout the Plan. <br /> ® Section 2.0 describes the general requirements of the Plan, including meetings, project <br /> organization and responsibilities, document control, and handling of nonconformance. <br /> ® Section 3.0 describes the preconstruction testing that will be required to verify slope <br /> stability of the components within the composite cover system. <br /> ® Section 4.0 defines specific requirements for eartliwork construction, including soil <br /> ' components of the final cover system, such as procedures for materials verification, <br /> test standards, test frequencies, conformance and construction testing, sample <br /> numbering and processing, and monitoring for each work item. <br /> I ' ® Section 5.0 defines specific requirements for geosynthetics, including procedures for <br /> materials verification, test standards, test frequencies, conformance and construction <br /> testing, sample numbering and processing, and monitoring for each work item. <br /> CH CQA Plan 041712 Rev2a.doc 1 1 Construction QualityAssurance Plan <br />
