with the applicable sections of California Code of Regulations (CCR), Title 27, CCR <br /> Title 17 and San Joaquin Valley Air Pollution Control District (SJVAPCD) permit <br /> N-4363-2-1. <br /> Operation of the flare in particular is subject to the requirements of SJVAPCD Rule 4642. <br /> County staff currently adjusts the LFG collection system and performs the monthly <br /> maintenance of the flare station. The County has an on-call contractor (SCS Field <br /> services) who performs the surface emission tests and does other monitoring, which the <br /> County staff cannot perform. <br /> 2.1 LFG COLLECTION SYSTEM <br /> 2.1.A OPERATION <br /> CHSL's LFG collection system is operated 24 hours a day, seven days a week <br /> since installation. As landfill ages, the generation of LFG in the landfill is <br /> depleting; therefore, the flare shuts down due to the low methane content. This <br /> problem is now becoming more frequent. The County is considering ways to <br /> mitigate this issue. <br /> The LFG control system's flare is operated at a minimum required temperature <br /> determined during the latest SJVAPCD source test. The LFG system's extraction <br /> wells are adjusted monthly to meet SVAPCD permit conditions and to maintain the <br /> LFG system's overall goals. <br /> 2.1.13 MONITORING <br /> The following data, observations and calculations are recorded during each field <br /> adjustment. The data is reviewed for any needed maintenance repairs and/or <br /> system modifications. <br /> ' Flare Station: <br /> 1 Date, time, and name of monitoring personnel. <br /> ' 2 Meteorological conditions (e.g. wind direction and velocity, barometric <br /> pressure, ambient temperature, general weather observations, etc.) <br /> 3 Methane, oxygen and carbon dioxide gas concentrations at the field header <br /> and into the flare. <br /> 4 Blower inlet/outlet pressure and temperatures. <br /> 5 LFG flow rate. <br /> ' 6 Flare temperature. <br /> 7 Flare BTU loading calculation. <br /> 8 Condensate tank volume. <br /> 9 Condensate destruction volume. <br /> 10 Condition of <br /> a. blowers, flame arrester <br /> LFG Operation And Maintenance Plan San Joaquin County <br /> Corral Hollow Sanitary Landfill 4 Public Works Department <br /> October 26,2012 Solid Waste Division <br />
