Corral Hollow Landfill Operational Procedures Document
INTRODUCTION
' This submittal, prepared by SCS Engineers (SCS) on behalf of the County of San Joaquin
Department of Public Works (County), provides an Operational Procedures Document(OPD) for
the Landfill Gas (LFG) Collection and Control System (GCCS) at the County's Corral Hollow
Landfill (CHLF or Site). This Document has been prepared in response to Cease and Desist
Order (CDO) No. R5-2013-0024, issued by the Central Valley Regional Valley Water Control
' Board(RWQCB) on April 16, 2013.
This OPD was specifically prepared in response to Task No. 2.c. of the CDO, and describes on-
going procedures that will be implemented to ensure that LFG extraction is continuously
optimized. Provided herein are recommended operation, monitoring and maintenance (OM&M)
procedures to be implemented to advance this goal To the best of our knowledge, the County is
' following these recommended procedures.
This Document will be modified as appropriate should the current GCCS require upgrades or
' operational conditions change at the Site.
GCCS DESCRIPTION
' GCCS Components
' The GCCS components at the Corral Hollow Landfill consist of a Blower Flare Station (BFS),
gas extraction wells and collection piping, condensate collection sumps and pneumatic controls
and perimeter gas migration probe network. A listing of the GCCS equipment and components
' is as follows:
Blower/Flare Station:
' • One (1) LFG&E International Triton GF-200 Enclosed LFG flare
• One (1) flame arrestor
' • Two (2) Hoffman gas blowers
• One (1) inlet moisture separator vessel
• One (1) landfill gas flow meter with continuous recorder
' • One (1) air compressor
• One (1) condensate storage tanks
• One (1) control panel
' • Automatic and manual valves
• Propane ignition system with tank
' LFG Collection System:
• Fifty-One (5 1)vertical LFG extraction wells.
' • Three (3) condensate sumps.
• Above-and below-grade HDPE lateral and main LFG transmission pipelines.
• Above- and below-grade HDPE condensate liquid and air transmission pipelines.
i
