This Study follows our Evaluation Monitoring Program (EMP) <br /> Plan. As agreed with Water Board Staff, the EMP delineated the extent of release sufficient for this Study. <br /> The recommended engineering alternatives to address the groundwater impacts include installing seven <br /> additional landfill gas wells, two in the Caltrans property. Because the groundwater impacts are apparently <br /> •due to landfill gas, the importance of this corrective action has been apparent to us all; however, the presence <br /> of refuse in Caltrans property, possibly directly above the shallow aquifer, is a recent development and may <br /> explain why previous landfill gas collection efforts were less than successful. These new wells are included in <br /> the closure cap extension project, and if all goes well, we expect to have these wells installed and operating in <br /> early autumn. <br /> This report also includes preliminary evaluation of other corrective action alternatives, and a flow chart to <br /> graphically present decision points for those alternatives after the effectiveness of the improvements <br /> constructed with the closure cap extension are known. An important aspect of this flow chart is the <br /> recognition that actions are not immediately reflected in subsurface groundwater quality. It is our belief that <br /> in-situ remediation will allow the groundwater quality at the off-site wells to improve gradually once the source <br /> of the contamination is removed. <br /> If you have any questions, please contact me at(209) 468-8504. <br /> Sincerely, <br /> W.
