Michael Carroll <br /> SUBMITTAL OF ENGINEERING FEASIBILITY STUDY FOR <br /> CORRECTIVE ACTION ALTERNATIVES EVALUATION <br /> CORRAL HOLLOW SANITARY LANDFILL,SAN JOAQUIN COUNTY,CALIFORNIA <br /> Geo-Logic Associates is pleased to provide the San Joaquin County Department of Public Works <br /> (County) with the attached Engineering Feasibility Study for Corrective Action Alternatives <br /> Evaluation (EFS)for the Corral Hollow Sanitary Landfill (CHSL). This document fulfills a reporting <br /> requirement outlined in an Order to the County from the Central Valley Regional Water Quality <br /> Control Board (RWQCB)staff dated July 7,2011. <br /> As described in this EFS, GLA evaluated 16 potential remedial alternatives for the site. Of these, <br /> six were considered viable technologies to remove volatile organic compounds (VOCs) from <br /> • groundwater in the shallow aquifer beneath the site. The six viable alternatives were further <br /> evaluated with respect to technical effectiveness, constructability, service requirements, and <br /> capital and long-term operations and maintenance costs. The evaluation results suggest that <br /> control of VOC sources by extending the final cover system over wastes outside the previous <br /> closure limits and expansion of the landfill gas extraction system were the best corrective action <br /> alternatives for the site. The evaluation results also suggest that natural attenuation of VOCs <br /> would be an effective means of reducing VOCs beyond the point of compliance. The EFS also <br /> presents a corrective action decision chart for additional corrective actions based on the results <br /> of future monitoring events. <br /> GLA appreciates the opportunity to provide our services to the County.
