B September 24 2013 the extension of the closure By p cap was complete, with the exception of <br /> hydroseeding. <br /> On September 30, 2013,the County submitted the Certification Report for the Closure Cap <br /> Extension project. <br /> 1 On or about October 24, 2013,hydroseeding was completed,thereby concluding construction <br /> activities. <br /> In a letter dated March 10, 2014, RWQ CB staff transmitted their review of the Certification <br /> Report. This letter called into question whether construction had proceeded in accordance with <br /> several key aspects related to the integrity of the low-density polyethelene closure membrane, <br /> including the thickness of the vegetative layer when placed,the particle size allowed in that cover <br /> layer, and the relative density of that cover layer. <br /> This concern was based on several statements made in the Certification Report. With the <br /> exception of the relative density of the vegetative layer,these statements incorrectly reported <br /> actual construction. The specifications for the relative density of the vegetative layer were not <br /> clear. <br /> The County responded to the March 2014 letter in a letter report dated May 14, 2014, with revised <br /> sections of the Certification Report attached. This letter report documented that the thickness of <br /> the vegetative layer when placed and the particle size in that cover layer met the Contract <br /> specifications. This letter report also documented that the integrity of the closure membrane was <br /> not compromised during construction. <br /> MONITORING GA <br /> Water quality is monitored in accordance with WDR Order No. R5-2013-0013 and the monitoring <br /> program approved by the Regional Water Quality Control Board. <br /> Water purged from wells prior to sampling is disposed of to the ground around the wells, away <br /> from surface drainage features. This is a common practice when the water sampled is non-toxic, <br /> as at CHSL. <br /> Progress of Corrective Action Measures is submitted twice yearly (during 1st and 3rd quarters), <br /> documenting the effectiveness of current corrective action measures. <br /> Groundwater <br /> The groundwater monitoring network consists of nine monitoring wells: seven monitoring the <br /> shallow aquifer perched on the Corcoran clay layer east of the CHSL, and two monitoring the <br /> deep aquifer. <br /> Groundwater samples are analyzed for the following quarterly field and monitoring parameters as <br /> specified in WDR Order No. R5-2013-13: <br /> Corral Hollow Sanitary Landfill 9 Department of Public Works/Solid Waste <br /> 2nd Quarter 2014 Groundwater Monitoring County of San Joaquin—July 15,2014 <br />
