On May 31 2012 the County submitted a Final Cover Expansion Design incorporating review <br /> comments received by RWQCB staff. Reconsideration of the schedule by Shaw Environmental <br /> indicated project completion in March 2013. <br /> On June 6, 2012,the County submitted a revised schedule showing bidding in late 2012 with <br /> construction starting in the spring of 2013. A letter from Water Board staff dated July 13, 2012 <br /> apparently tentatively accepted that revised schedule. <br /> On August 21,2012,the County submitted the Evaluation Monitoring Program Report—Phase 2, <br /> which delineated the extent of groundwater impact. <br /> On September 26, 2012, the County received a Notice of Violation for failure to delineate the <br /> extent of groundwater impact, and requiring the following: <br /> • Install a fourth permanent groundwater monitoring well beyond Investigate the extent of <br /> the VOC plume to the north-northeast of the site <br /> • Conduct a water supply well search within a 1-mile radius of the site (not previously <br /> required) <br /> • Install a minimum of two soil gas probes along the northern site boundary(not previously <br /> required) <br /> On October 17, 2012, Water Board agreed that the data from the three existing wells beyond <br /> County property were sufficient to delineate the extent of groundwater impact. The violation for <br /> failing to delineate the extent of groundwater impact has not been rescinded. <br /> In the session of April 11 and 12, 2013; the Regional Water Quality Control Board issued a Cease <br /> and Desist Order requiring closure of the un-closed portion of the Corral Hollow Landfill, <br /> installation of additional landfill gas collection wells, installing two additional perimeter landfill <br /> gas migration monitoring wells, and establishing the timeline for future corrective action, if <br /> needed. <br /> On January 25, 2013, the County submitted an Engineering Feasibility Study for Corrective <br /> Action Alternatives Evaluation establishing criteria and timeline for future corrective action. <br /> rOn May 20, 2013, field work related to the construction of the closure cap began, after review of <br /> preliminary tests of proposed geofabrics. <br /> On August 9, 2013, construction of the closure project was substantially complete. Hydroseeding <br /> of the disturbed surfaces was postponed until weather was more suitable for seed germination. <br /> On August 32,the two additional perimeter LFG migration monitoring wells were completed,the <br /> installation of which was documented in a Brief Technical Report. <br /> On September 6, 2013, the County submitted a Brief Technical Report, documenting the <br /> significant features of closure cap construction and the installation of the two additional perimeter <br /> LFG migration monitoring wells. <br /> Corral Hollow Sanitary Landfill 8 Department of Public Works/Solid Waste <br /> 2nd Quarter 2014 Groundwater Monitoring County of San Joaquin—July 15,2014 <br />
