The purpose of this Health & Safety plan (HSP) is to outline the safety measures <br />and procedures that will be followed during the proposed evaluation monitoring <br />(EMP) work at Corral Hollow Sanitary Landfill (CHSL). <br />The CHSL is a closed, unlined Class III landfill located at 31130 South Corral <br />Hollow Road, in southern San Joaquin County, approximately 5 miles south of <br />the City of Tracy, at the intersection of Interstate 580 and Corral Hollow Road. <br />The landfill covers approximately 58 acres, of which 43 acres was permitted <br />disposal area. The remaining area is comprised of access roads, storm water <br />retention ponds, setbacks for environmental monitoring, and firebreaks. Land <br />within 1,000 feet of the facility is used for grazing and agriculture. The landfill <br />ceased receiving waste in 1991. <br />• r • <br />The EMP work will be done away from the landfill's refuse limit; thus, there will <br />not be any excavation of refuse or contact with refuse. <br />Although the EMP work does not include excavation of refuse or contact with <br />refuse; the work is in the vicinity of buried refuse and other materials. Potential <br />hazards exist due to the presence of buried refuse, including those associated <br />with landfill gas (LFG) and the refuse itself. Also, the work is in the vicinity of an <br />shell oil pipeline, the location of which will be clearly marked prior to excavation. <br />When buried in a landfill, refuse and other organic material produces landfill gas <br />(LFG). LGF is approximately 50 percent methane by volume and may contain <br />other contaminants. Potential hazards associated with LFG are due to: <br />1. Oxygen deficiency <br />2. Combustible characteristics of LFG <br />3. Potential for hydrogen sulfide in LFG <br />Potential hazards include: <br />1. Fire <br />2. Explosion <br />3.
