LFG may also contain trace concentrations of organic compounds. Dilution of
LFG in air to below the OSHA safety limits of 0.5 percent methane (10 percent of
the Lower Explosive Limit) usually reduces the concentration of trace
components to below detection limits.
LFG can move through soils, especially through sandy layers that exist at the
site. Movement through soils can remove the odorous compounds of LFG, such
that the LFG can be detected only with the proper test equipment.
Refuse will not be excavated in this investigation. The following is provided for
completeness.
The landfill contains household refuse, demolition debris, tree trimmings, and
miscellaneous refuse. To the best knowledge of the County, hazardous
materials have not been disposed at the site. However, some items that are
currently defined as hazardous waste (paint, insecticides, etc.) may have been
included in household waste disposed at the site.
Potential hazards associated with the direct contact with refuse include:
1. Biological infection
2. Household hazardous waste
Unidentified drums may be present in the refuse. If drums are uncovered during
pot -holing and excavation, the area shall be cordoned off and the California
Integrated Waste Management Board (CIWMB) and San Joaquin County
Environmental Health Department (EHD) officers will be notified. The area shall
be flagged and excluded from the work zone until the drum can be better
characterized. At no time shall workers attempt to remove or handle any such
item. If any suspicious odors or other materials are observed by workers, the
suspect debris and/or source shall be cordoned off and CIWMB and EHD shall
be contacted to conduct air monitoring or other identification as appropriate.
CAL/OSHA safety rules and regulations will be followed fully and completely
during this project. Personnel working near the construction area will be required
to wear hard hats, safety glasses and safety vests. All personnel will be advised
to avoid contact with refuse.
Health & Safety Plan San Joaquin County
Corral Hollow Sanitary Landfill Public Works Department
Page 3 of 5 Solid Waste Division
