HAZELTON AVENUE <br />STOCKTON, CALIFORNIA 95201 <br />(209) 468-3000 FAX (209) 468-2999 <br />www.sjgov.org/pubworks <br />SUBJECT: ANNUAL REVIEW OF FINANCIAL ASSURANCES FOR CLOSURE, <br />POSTCLOSURE MAINTENANCE, AND CORRECTIVE ACTION AT THE <br />CORRAL HOLLOW SANITARY LANDFILL (WASTE DISCHARGE <br />REQUIREMENTS ORDER NO. 5-01-176) <br />Dear Mr. Del Frate: <br />Enclosed, please find the required review and report of financial assurances for closure, <br />postclosure maintenance, and initiating and completing corrective action, submitted in <br />accordance with Provision G 121 of the above WDRs. <br />Closure <br />The Corral Hollow Sanitary Landfill was certified closed on June 21, 1996. Therefore, <br />financial assurance for closure need no longer be demonstrated. <br />Postclosure <br />Postclosure maintenance funding is provided by an Enterprise fund established by San <br />Joaquin County's Resolution R-90-1190, dated September 25, 1990. In accordance with <br />Title 27, California Code of Regulations, Section 22225, a demonstration of the minimum <br />fund balance calculation must be submitted to the California Integrated Waste <br />Management Board (CIWMB) by the anniversary date of the fund. <br />As of the last reporting period (August 1, 2005 — July 31, 2006), the fund balance was <br />$1,152,610.00. The current annual postclosure cost estimate is $63,183.00. <br />Due to the annual administrative work necessary to authorize withdrawal from the <br />enterprise fund, the CIWMB has suggested that San Joaquin County amend the <br />postclosure financial assurance demonstration for the Corral Hollow Sanitary Landfill to a <br />Pledge of Revenue, as used at the other County -owned landfills. This will also allow for <br />the continued demonstration of postclosure financial assurance as may be required by <br />proposed legislation. The County intends to replace the Enterprise Fund mechanism <br />with a Pledge of Future Revenue in the near future. <br />
