Therefore,
financial assurance for closure need no longer be demonstrated.
Postclosure
Postclosure maintenance funding is provided by an Enterprise fund established by San
Joaquin County's Resolution R-90-1190, dated September 25, 1990. In accordance with
Title 27, California Code of Regulations, Section 22225, a demonstration of the minimum
fund balance calculation must be submitted to the California Integrated Waste
Management Board (CIWMB) by the anniversary date of the fund.
As of the last reporting period (August 1, 2005 — July 31, 2006), the fund balance was
$1,152,610.00. The current annual postclosure cost estimate is $63,183.00.
Due to the annual administrative work necessary to authorize withdrawal from the
enterprise fund, the CIWMB has suggested that San Joaquin County amend the
postclosure financial assurance demonstration for the Corral Hollow Sanitary Landfill to a
Pledge of Revenue, as used at the other County -owned landfills. This will also allow for
the continued demonstration of postclosure financial assurance as may be required by
proposed legislation. The County intends to replace the Enterprise Fund mechanism
with a Pledge of Future Revenue in the near future.
