Mr. Todd Del Frate -2- <br />ANNUAL REVIEW OF FINANCIAL ASSURANCES FOR CLOSURE, POSTCLOSURE <br />MAINTENANCE, AND CORRECTIVE ACTION AT THE CORRAL HOLLOW SANITARY <br />LANDFILL (WASTE DISCHARGE REQUIREMENTS ORDER NO. 5-01-176) <br />Corrective Action <br />Historically, San Joaquin County has demonstrated compliance with financial assurance <br />requirements for corrective action by submittal of a certificate of Self -Insurance and Risk <br />Management. Upon review, we do not believe that this is an acceptable mechanism for <br />this category of financial assurance, and intend to change the demonstration mechanism <br />to a Pledge of Future Revenue as our Financial Assurance mechanism. Establishing this <br />mechanism will be through an Order by San Joaquin County Board of Supervisors. To <br />establish the proposed mechanism, our consultant, Kleinfelder Inc, prepared a cost <br />estimate for corrective action of approximately $49,000 (2006); however, this amount <br />was found to be insufficient because it did not include the cost of delineating a <br />contamination plume or operating a pump -and -treat system for corrective action (your <br />letter of January 9, 2007). The Solid Waste Division has therefore asked Shaw <br />Environmental, Inc. to re-evaluate the hypothetical release scenario and provide a <br />revised corrective action cost estimate to incorporate these components. Once Water <br />Board staff finds that the new estimate is reasonable, we will then submit a request to the <br />Board of Supervisors that an Order be issued establishing Pledge of Future Revenue as <br />the financial assurance for the cost of corrective action under this scenario. <br />If any additional information is required, please contact Joyesh Chandra, Engineer I, <br />at (209) 468-3066. <br />Sincer y, <br />W.
