Mr. Todd Del Frate -2is
-
ANNUAL REVIEW OF FINANCIAL ASSURANCES MECHANISMS AT THE CORRAL
HOLLOWSANITARY LANDFILL, WASTE DISCHARGE REQUIREMENTS (WDRs)
ORDER NO. 5-01-176
Operating Liability
Financial assurance for operating liability is provided by a non expiring certificate of Self -
Insurance and Risk Management. This certification has been previously submitted, and is
available upon request.
Corrective Action
The cost estimate for corrective action at CHSL of $291,000 was found reasonable, per your letter
on October 23, 2007. The cost estimate of $299,600 (2007) has been adjusted by the CIWMB
2006 inflation rate.
San Joaquin County has historically demonstrated compliance with financial assurance
requirements for corrective action through the non expiring certificate of Self -Insurance and Risk
Management. However, we continue to believe this is not an appropriate mechanism for this
purpose, and we intend to change the assurance demonstration mechanism for corrective action
financial to a Pledge of Future Revenue. The request for granting of an order to establish a
Pledge of Future Revenue for corrective action is being processed for approval by the County
Board of Supervisors.
If any additional information is required, please contact Luis Gardea, Engineer II, at
(209) 468-3066.
Sincerely,
W. MICHAEL CARROLL, PE
Senior Civil Engineer
WMC:sc
N:\Miscellaneous\ClosCostEst\FinAssur&Costs\Issued 2008\CHAnnRevwof FAApr08ilc.doc
c: Robert McClellan, Environmental Health Department
LR 50201
LA 21125
