HAZELTON AVENUE <br />STOCKTON, CALIFORNIA 95201 <br />(209) 468-3000 FAX (209) 468-2999 <br />www.sjgov.org/pubworks <br />SUBJECT: ANNUAL REVIEW OF FINANCIAL ASSURANCES MECHANISMS AT THE <br />CORRAL HOLLOW SANITARY LANDFILL, WASTE DISCHARGE <br />REQUIREMENTS (WDRs) ORDER NO. 5-01-176 <br />Dear Mr. Del Frate: <br />Please accept the following review and report of financial assurances for closure, post -closure, <br />operating liability and corrective action at the Corral Hollow Sanitary Landfill (CHSL), submitted in <br />accordance with Provision 12B of the above WDRs. <br />Closure <br />CHSL was certified closed on June 21, 1996. Therefore, demonstration of financial assurance for <br />closure is no longer needed. <br />. 0 • <br />Post -closure maintenance funding is provided by an Enterprise Fund established by San Joaquin <br />County's Resolution No. R-90-1190, dated September 25, 1990. In accordance with Title 27, <br />California Code of Regulations, Section 22225, a demonstration of the minimum fund balance <br />calculation must be submitted to the California Integrated Waste Management Board (CIWMB) by <br />the anniversary date of the fund. <br />As of the last reporting period (August 1, 2006 — July 31, 2007), the fund balance for the <br />enterprise fund was $1,127,161.16. The annual post -closure maintenance cost estimate for <br />CHSL now is $79,774. The new closure cost estimate includes costs associated with the closure <br />cap extension project on County property. <br />As mentioned previously, due to the annual administrative work necessary to authorize withdrawal <br />from the enterprise fund, CIWMB has suggested that San Joaquin County amend the post - <br />closure financial assurance demonstration for CHSL to a Pledge of Revenue, as used at the other <br />County -owned landfills. The request for granting of an order to establish a Pledge of Future <br />Revenue for post -closure maintenance is being processed for approval by the County. Board of <br />Supervisors. <br />
