rt <br /> French Camp Landfill <br /> Page 2 of 3 <br /> Section 17681 - Availability of Cover <br /> I observed that the vegetal wastes being disposed of at the site <br /> were not covered as required by the Minimum Standards for the <br /> tonnage indicated in the permit. There is no onsite source of <br /> suitable cover material. The site receives quite a few loads of <br /> concrete demolition/soil material, which could be used as cover <br /> but because of the large chunks of concrete/asphalt would be <br /> marginally suitable. The LEA and the operator have agreed to <br /> develop a workable solution to this problem, which will involve <br /> some changes to the current permit. <br /> Section 17682 - Cover <br /> The active area for the dumping of vegetal waste had not been <br /> covered as required by the Minimum Standards, by the permit, or <br /> as indicated in the facility RDSI. See the "Note" for this <br /> section in the summary of the April 21, 1987, inspection. The <br /> LEA is working with the operator to resolve the cover issue. <br /> Section 17710 - Grading of Fill Surfaces <br /> The many concrete laden piles of demolition appear to be placed <br /> in a haphazard fashion about the site and lend an unfinished <br /> ungraded look to the facility and impact proper drainage. A <br /> construction/grading plan for the facility is needed and should <br /> be a primary item addressed in the Periodic Site Review which is <br /> due in February 1988. <br /> INDETERMINATE <br /> Section 17704 - Leachate Control <br /> Subchapter 15 reports have not been received from the RWQCB at <br /> this time. A determination will be made on compliance with this <br /> standard upon the receipt of those reports as groundwater data <br /> does not exist upon which to base a determination for this <br /> section.
