I observed uncovered
lifts of exposed waste 15-20 feet high
in the gardeners and county tipping areas.
The lifts comprised a heterogenious mass of
vegetation and plastic bags. (See slides
I.1 - 1.13. )
Note: A black tar-like substance was
observed in 8-10 ponded areas on the
southwest end of the site. These
areas should also be covered. (See
slide 1 .19) .
17683 Performance This site does not operate under N
Standards. performance standards.
17684 Intermediate Intermediate cover areas were V
Cover. identified by John Giambasitani, Site
Supervisor. The following areas were
observed to be in violation of this
standard:
1) An uncovered area of a light, grey
fluffy material was observed on the
north side of the southern internal
road. It was identified as paper pulp
that was dumped here about three years
ago. (See slide 1.14) .
2) A 115 x 160 foot area on the
.northwestern perimeter had waste
daylighting through a thin layer of
cover. (See slide 1 .16) .
3) An internal south facing slope had
waste exposed over its entire site.
(See slide 1.17 and 1.18) .
4) Waste was exposed on the
southwestern slope. (See slide 1 . 20) .
17685 Final Cover. No area was identified as a final C
cover area by site supervisor, John
Giambastiani, the day of this
inspection.
17686 Scavenging.
