CAC SECTION OBSERVATIONS RESULT <br /> 17682 Cover. Daily cover is required at this site V <br /> per the RDSI amendment approved with <br /> the 2/01/83 permit. I observed uncovered <br /> lifts of exposed waste 15-20 feet high <br /> in the gardeners and county tipping areas. <br /> The lifts comprised a heterogenious mass of <br /> vegetation and plastic bags. (See slides <br /> I.1 - 1.13. ) <br /> Note: A black tar-like substance was <br /> observed in 8-10 ponded areas on the <br /> southwest end of the site. These <br /> areas should also be covered. (See <br /> slide 1 .19) . <br /> 17683 Performance This site does not operate under N <br /> Standards. performance standards. <br /> 17684 Intermediate Intermediate cover areas were V <br /> Cover. identified by John Giambasitani, Site <br /> Supervisor. The following areas were <br /> observed to be in violation of this <br /> standard: <br /> 1) An uncovered area of a light, grey <br /> fluffy material was observed on the <br /> north side of the southern internal <br /> road. It was identified as paper pulp <br /> that was dumped here about three years <br /> ago. (See slide 1.14) . <br /> 2) A 115 x 160 foot area on the <br /> .northwestern perimeter had waste <br /> daylighting through a thin layer of <br /> cover. (See slide 1 .16) . <br /> 3) An internal south facing slope had <br /> waste exposed over its entire site. <br /> (See slide 1.17 and 1.18) . <br /> 4) Waste was exposed on the <br /> southwestern slope. (See slide 1 . 20) . <br /> 17685 Final Cover. No area was identified as a final C <br /> cover area by site supervisor, John <br /> Giambastiani, the day of this <br /> inspection. <br /> 17686 Scavenging.
